Yes. Planning poker is part of the free plan, up to the allowed room size. Paid plans raise the limits and add the rest of Pogo.
Do people I invite need an account?
Not if you leave guest access on for the room. They open the link, enter a name, and vote. Hosts need an account, and a host can turn guest access off.
Which estimation scales are supported?
Fibonacci, t-shirt sizes, and custom scales you define yourself. The scale is chosen per room, so different teams can work differently.
